The Training of Trainers (ToT) program is a cornerstone of India's skill development ecosystem, shaping the future workforce by developing the competencies of individuals aspiring to become trainers. Launched in 2016, this program enhances the training delivery skills of industry professionals, aligning with the National Skill Qualification Framework (NSQF). Anchored by the National Skill Development Agency (NSDA) under the Ministry of Skill Development and Entrepreneurship (MSDE), the NSQF serves as a robust foundation for fostering skill development across the country.
The ToT program was initially governed by the National Skill Development Corporation (NSDC) guidelines until 2022. Following the introduction of new directives by the National Council for Vocational Education and Training (NCVET) in 2023, the program ensures that trainers are equipped with the necessary skills and knowledge to deliver high-quality training effectively.
ToT and the Tourism and Hospitality Skill Council (THSC)
In the tourism and hospitality sector, the Tourism and Hospitality Skill Council (THSC) oversees the ToT program, ensuring that it meets the specific needs of the industry. Each Sector Skill Council, functioning as an Awarding Body, ensures that only eligible candidates participate in these programs and comply with the established criteria.

Expert Master Trainers, each with over a decade of experience, lead the program. These trainers themselves undergo specialized Training of Master Trainer (ToMT) programs conducted by THSC. Their role is critical, as certified and qualified trainers ensure that skill courses emphasize practical learning and are linked to employment opportunities.

This prestigious honor highlights the impact of dedicated professionals in shaping a skilled and future-ready workforce. THSC’s Master Trainers have been recipients of this award, reflecting their significant role in advancing the skilling landscape.
THSC’s Achievements and Initiatives
Since its inception in 2014, THSC has successfully delivered the ToT program to over 6,000 participants, with more than 5,000 qualifying through a rigorous evaluation process. Special ToT programs under initiatives like PMKVY (Pradhan Mantri Kaushal Vikas Yojana) and PMVK (Pradhan Mantri Vishwakarma) have ensured the availability of trainers proficient in regional languages across various regions.
Additionally, THSC has established a robust network of Master Trainers across 40+ qualifications, further enhancing the skill development ecosystem.
